Blinking Neon Sign
Published in Specific Effects, Basic, ImageReady.
Start off by making a white text layer with a rounded font (I used comic Sans) Right click on the layer and click “Rasterize type”. Now with a brush the same thickness as the font, connect all the letters like a real neon sign. Make your background black if you haven’t yet.

Now duplicate this layer. Nudge the bottom layer by a few pixels and set it’s opacity low so it will look like a shadow.

Right click the top layer and go to Layer Style>Blending Options. Apply this outer glow.

Open the Animation panel. Make 3 new frames. Change the Blending Options of every other frame.

Apply this color overlay to the top layer. Remove the outer glow.

Now change the duration of each frame. Make them all different to create the “bad electrical connection” effect. Make the lighted frames longer than the dark frames, so you can read it better.

Here’s my final product. I added a background so it would look like a building at night.
